The aim of this study is to measure the economies of urban agglomeration from point of local public services based on resent Japanese data, and to investigate the concentration of population and economic power to big cities in the era of service economies.I already showed the existence of economies of urban agglomeration from point of local public finance through my book "Optimum City Size and Merger of Municipalities" (Toyokeizaishinposha, 1999). The theme of this book is developed more in this study, especially from point of public services, administrative reform, degree of administrative restructure, public sector evaluation, outsourcing of public services, and market testing. Through this study we can verify the existence of economies of urban agglomeration from point of local public services, that is, the degree of public services increases rapidly up to some size (about 300-500 thousand population in almost cases) of municipalities, and increases gradually over the size just mentioned, as the size of municipalities measured by the number of population increases. Then we can expect the expansion of city size improves the public services and the efficiency of public administration.

本研究的目的是根据日本的最新数据，从地方公共服务的角度来衡量城市群的经济，并考察服务经济时代人口和经济力量向大城市的集中。笔者在《最优城市规模与城市合并》一书中已经从地方公共财政的角度证明了城市群经济的存在。（Toyokeizaishinposha，1999）。本研究从公共服务、行政改革、行政体制改革程度、公共部门评估、公共服务外包、市场检验等方面对本书的主题进行了深入的探讨。通过本文的研究，我们可以从地方公共服务的角度验证城市群经济的存在，即公共服务的程度在一定规模的城市（大多数情况下约为30 - 50万人口）迅速增加，并随着以人口数量衡量的城市规模的增加而逐渐增加。城市规模的扩大将提高公共服务水平和公共管理效率。
