The private financial initiative has three effects, a restructuring of public finance structure, sharing parts of public and private sector, and creation of business chance.There many PFI businesses in local governments. The objective of our research is comparing PFI business in Tokai, Kinki, Shikoku, Kyushu and analyzing its economic effectiveness.In result, our research has following facts: (1) many subjects of PFI businesses are local government, especially Tokyo metropolitan district and Osaka metropolitan district, in many cases PFI business is method of prevention public financial crisis. (2) Many cases of PFI business are Services sold to the public sector. Its reason is expectation of making a profit. (3) As objective of PFI business is reducing its life cycle cost, small business cannot enter PFI business. (4) Many PFI businesses are building infrastructure.In fine, it is important that PFI business is social goos, it has not only internal effectiveness but also external effectiveness, it stimulates a regional economy, and it has a democratic process.

民间金融的积极性主要体现在三个方面，即公共财政结构的调整、公私部门的共享和商业机会的创造。本研究的目的是比较东海、近畿、四国、九州等地的PFI业务，分析其经济效果，研究结果表明：（1）PFI业务的主体主要是地方政府，特别是东京都和大坂都，PFI业务在很多情况下是预防公共财政危机的手段。(2)PFI业务的许多案例是出售给公共部门的服务。其原因是期望获利。(3)由于PFI业务的目标是降低其生命周期成本，小企业不能进入PFI业务。(4)许多PFI企业正在建设基础设施。总之，PFI企业是社会公益，不仅具有内部效力，而且具有外部效力，它刺激了区域经济，并且具有民主进程。
