全高齢者214人を対象とした老人共同生活施設の活用に関する調査の結果、デイサービスの希望が一番多かった。施設は平成13年4月に開設したが、運営・管理等の面ですぐに活用することができず、島民代表等で構成するワーキンググループで検討した結果、本来の目的である共同生活施設としてではなく、希望の多かった生きがいデイサービスの拠点施設として活用され始めた。48名の登録で始まり、1年半が経過した現在では102名の登録(高齢者の半数)で、月に延べ130名以上が利用。生きがいデイ開始4ヶ月後の調査で、サービス周知度は92.8%。サービスメニューは、職員が画一的に決めるのではなく、利用者の意見を調査した上で、希望に応じて、唄や踊り、古謡、しまむに(島の方言)、子供達との交流、お泊まり等の趣味サークルに分けている。また島内には要介護高齢者を対象とした通所系サービスがないため、本来は対象外である要介護高齢者に対しても週1回サービスを提供しており、多機能的に運営している。特徴として、サービス提供者側の主導ではなく、利用者主体で、利用者のニーズに応じたサービスを提供していること、高齢者が保持している伝統文化や経験等を引き出すことで、伝統文化の掘り起こしや高齢者の生きがいにつながっていることがある。本来の目的である自立高齢者の入所サービスについては、これまで入居した実績はない。しかし、一時的に活用した例として、島外の介護老人福祉施設入所中の要介護高齢者が、島の行事に帰省した際、一時的に宿泊場所として利用された。バリアフリーの建物がない島に、ベッドがありバリアフリー化された施設が出来たため、宿泊が可能になった。介護保険や福祉等サービスの拠点施設に乏しい離島・過疎地域では、高齢者の生活支援のあり方として、地域に密着した小規模で多機能な機能をもった拠点が必要かつ有効であることが示唆された。
