本研究では、廃棄物処分場及びそれを含む複合型廃棄物処理施設の設置が周辺住民に与える負の影響を調べ、その社会経済的評価を行った。まず、平成14年2月に岩手県盛岡市で行った廃棄物処分場の設置に関する選択型実験の推定結果を分析した。その主要な結果は以下の通りである。・処分場周辺4.8〜5.3km以内の範囲で、処分場の存在そのものによる社会経済的な負荷が発生する。・県内の一般廃棄物・産業廃棄物に加え首都圏の産廃の一部を盛岡市で受入れる場合、盛岡市民全体への負荷は37億円と推計される。・処分場周辺における水源地の存在が盛岡市民全体へ与える負荷は24〜53億円と推計される。これらの研究成果の一部は、環境経済・政策学会、廃棄物学会などで報告した。次に、平成15年1月に廃棄物の広域処理に対応した複合型廃棄物処理施設の設置に関する選択型実験を行った(岩手県盛岡市に住む一般家庭1200世帯対象の郵送調査で回収率は48.7%)。この研究では、廃棄物の受入れ範囲、受入れ量、産廃の受入れ有無、リサイクル率に注目し、施設受入れに対する必要補償額の分析と、施設を他の市町村に設置する際の支払い意思額の分析を行った。その主要な結果は以下の通りである。・岩手県の広域化計画の範囲での廃棄物受入れに対して住民は正の評価をするが、それを超える受入れに対しては負の評価をする。・住民は他の市町村の廃棄物でも、自らが住む市の廃棄物排出量と同じ量までならそれを受入れても良いと考えるが、それが3倍以上の量になると負の評価をする。・産廃の受入れに対しては負の評価をし、リサイクル率の上昇については正の評価をする。・補償制度に肯定的な人(全体の約6割)も、10万円を上回る高額の補償については一定以上の評価をしない。・広域処理施設を他の市町村に設置する場合の支払い意思額は1家計あたり5,789円と推計される。
