比較的高容積の住宅市街地において形態規制が住環境向上に一定の効果があることは既存の研究でもよく示されている。しかし、規制導入のためには、建築主体-主として住民が、規制を受けることで生じる環境価値の変化をどのように評価するかが重要であり、そのためには規制による制約とメリットとのバランスが定量的に提示されることが、合理的な判断のための重要な資料として必要である。本研究ではその指標として資産価値という視点から評価を行う。そこで本研究では、まず環境評価基準の整理や地価変動の分析を通じて資産価値の変化を定量的に分析し、市街地コントロール手法の実効性のために、経済インセンティブを高める方法を検討することを目的としている。平成14年度は、対象地区の抽出とそれによる地区環境の変化の調査分析に費やされた。具体的には東京都が作成している土地利用現況調査のGISデータを用い、基礎調査として1990年代の建物変化状況を概観した。それによれば、土地の細分化は一般に考えられているようには進んでいるわけではなく敷地の集約などもそれなりに行われていること、建物の階数は増加しているが建ぺい率の増加傾向には地区ごとにばらつきがあることなどが示された。また住宅市街地を取り上げ、それらのタイプ分類も行った。さらに特に地区計画がかけられている地区は建物ボリューム、高さ、建ぺい面積等において他地区に比較して望ましいと思われる変化であることが示された。それらを通じて来年度以降、資産価値変化との関連を分析し、配置コントロール手法の資産価値向上効果を計測・分析するための基礎が作られた。
