平成15年度は、平成14年度に引き続いて、アメリカにおける1996年福祉改革法における民営化政策の形成過程を分析し、ウィスコンシン州とカリフォルニア州における民間委託実施に関する事例調査を行った。そこで得られた研究成果は以下の3点である。1.宗教団体への民間委託:宗教団体への民間委託を推進するため、連邦政府により、チャリタブル・チョイス規定、推進室設置、ガイドブック作成、(4)ワークショップ等が実施された。また、州政府でも同様の対応がなされた。注目すべきは中間団体の活用である。コミュニティの小さな宗教団体を支援するための中間団体の役割が重要であると認識され、中間団体に焦点を当てた委託契約が進められている。以上の結果、宗教団体への委託金の配分が増大した。しかし、現場では政教分離の課題などが露呈してきた。2.ウィスコンシン州の民間委託:昨年度に引き続き、2003年度に実施された委託契約の状況をフォローアップした。経済不況、政権交代、規定違反の発覚などによって、2003年に実施された委託契約の内容は大きく変更され、また入札により、サービス提供者の大幅な入れ替えが行われた。特に、管理コストの削減のため、サービス提供者の削減を行いつつ、福祉としての側面を強調する結果となったことが大きな特徴であった。3.カリフォルニア州の民間委託:サンディエゴでは福祉受給者のサービスをすべてのエリアで民間委託し、すべて成果指標に基づく支払いをするなど、ラディカルな民営化政策が断行された。そのあまりにも実態に合わない政策内容は結局現場でサービス活動を制約し、民間団体が財政難に陥ることになった。LAではマキシマスとACSという福祉改革を実施する2大営利企業に対する実験的な委託契約を進めているところである。カリフォルニア州はウィスコンシン州と違い、カウンティ政府毎に大きく民営化政策が異なることが明確になった。
