项目摘要

Under the growing awareness of global environmental issues, the Japanese Government has been enacting various laws for energy saving and material recycling to promote the formation of environment-friendly society. The Input-output analysis is a useful tool to examine economic structural problems concerning the economic growth, the industrial structure and the environment. Several researches have been conducted to identify the efficiency of resources and energy consumption of Japanese industries using Input-output analysis. However, we have few researches on the relationship between the industrial structure and the resources and energy consumption in Japanese regions.The aim of this paper is to identify the trends in the industrial structure and the consumption of resources and energy in Japanese regions using interregional Input-output tables for the period 1970-1990. The relationships between the industrial structure and the efficiency of resources and energy consumption in Japanese regions are examined by calculating various coefficients on regional economic linkage ; the induction coefficients for resources and energy supply sectors, the resources and energy induction coefficients and so on.The analysis of induction coefficients for resources and energy supply sectors for eight Japanese regions has revealed the efficient use of resources and energy had been achieved in most regions during 1970-1990. The reduction of resources and energy was mainly brought about by the improvement of input coefficients (I.e. technological improvements). However, the structure of final demand had not shown noticeable improvement during the study period. The findings of the study suggest that the improvement of final demand is the major policy issues towards an environment-friendly society.

在全球环境意识日益增强的情况下，日本政府一直在制定各种节能和材料回收的法律，以促进环境友好型社会的形成。投入产出分析是研究经济增长、产业结构和环境等经济结构问题的有效工具。利用投入产出分析，对日本产业的资源和能源消耗效率进行了研究。但是，关于日本各地区的产业结构与资源、能源消耗之间的关系的研究很少，本文利用1970 ~ 1990年的地区间投入产出表，对日本各地区的产业结构与资源、能源消耗的变化趋势进行了研究。通过计算各种区域经济联系系数，考察了日本各地区产业结构与资源能源消耗效率的关系;资源和能源供应部门的感应系数，对日本8个地区的资源和能源供应部门的感应系数分析表明，在1970-1990年期间，大多数区域实现了资源和能源的可持续发展。资源和能源的减少主要是由投入系数的提高（即技术进步）带来的。然而，在研究所涉期间，最终需求的结构没有明显改善。研究结果表明，改善最终需求是迈向环境友好型社会的主要政策问题。
