本研究は、現在我が国において劇的な変容を遂げている高齢者福祉NPOの動向を「高齢社会」という歴史的文脈から論考した上で、こうした高齢者福祉NPOの設立・運営という動向を「市民事業化」と名付け、この市民事業化の担い手である市民のアイデンティティの変化を構築主義の視座から社会学的に解読することを主眼としている。より詳細に述べるならば、本研究の目的は、日米の高齢者福祉NPOの比較分析を通じて、米国で言う「ミッション」、あるいは日本で言えば「こだわり」と当事者が呼ぶ理念・目標が、それぞれの高齢者福祉NPOの組織・団体を設立・運営する上での、つまりは市民事業化を遂行する上での参照点(レファレンス)でありながら、両国の高齢者福祉NPOは国内(ドメスティック)における社会政策(ソーシャル・ポリシー)(特に高齢者福祉政策)に規定される形で、それぞれ特有の陥穽に陥ってしまうという機制(メカニズム)を剔出することである。その上で、とりわけ日本の高齢者福祉サービスの市民事業化は、いわば米国の高齢者福祉サービスの市民事業化において理念的に措定されている<NPO>を換骨奪胎しつつ、自らが不断に参照する「こだわり」による自己言及的(セルフ・レファレンシャル)な組織性によって展開していることを明示した。調査としては、まず4月末日から熊本市を対象に、その後8月には飯塚市・北九州市・筑後市を対象に、11月には昨年度に引き続き町田市・多摩市・さいたま市・千葉市を対象に、住民の手によって設立されたデイサービスやグループホームや福祉オンブズパーソンの組織・団体に緻密なフィールドワークを実施した。上記に平行して、米国(とりわけカリフォルニア州及びフロリダ州を中心に)の高齢者福祉NPO(ボランティア団体含む)の調査を実施した。調査としては、インターネットを使用してWEB情報を収集した後に、当該組織・団体に対してメールで質問を行い、分析を行った。上記の調査に平行して、膨大な調査資料を渉猟した上で、文献研究を遂行し、これらの研究結果の一部に関連する論文を幾つかの学会誌及び紀要にて報告・発表した。
