本研究は、高等学校入学者選抜制度の中でも「調査書(内申書)」を重視した選抜方法に関して、社会学的に、また実証的に検討することを目的として2年計画で遂行されてきた。2年目の具体的研究課題としては、1)教育委員会および中学校教員へのインタビュー調査、2)高校1年生に対するアンケート調査データの分析、3)県内中学校教員へのアンケート調査の実施、を交付申請段階の課題としており、実際の研究実施状況は以下のようにまとめられる。1)については、各関係者にインタビューを行ない、必要とする資料を収集するとともに、中学校における進路指導の実態の概要を把握し、進路指導の現場がきわめて困難な状況にあり、とりわけ絶対評価の導入によって混乱している実態が明らかとなった。2)については、前年度までに収集した調査データの分析を行い、同じ高校入試ではあっても、地域によって受験生の進路選択の幅が大きく異なるために、「調査書(内申書)」の意味が異なっていることが明らかとなった。3)に関しては、当初の予定通り県内中学校教員に対するアンケート調査を実施し、県内中学校の進路指導の実態を明らかとした。かつて内申書を操作した経験のある教員、内申書に欠点を記入した経験のある教員、生徒に塾に行くことを勧めた経験のある教員は決して少数派ではなく、また絶対評価や観点別評価といった現行高校入試のシステムが全体として進路指導に不安を与えている実態が明らかとなった。学校内での新しい教育評価の体制が注目されているが、それは高校入試、とりわけ内申書の問題に直結する改革でもある。本研究からは、高校入試における内申書の問題が現在進行中の教育改革とからんで、社会的にはマイナスの効果がより強まっていることを示しているといえる。こうした成果は、広く県教育委員会や中学校に公開し、また日本教育社会学会においても報告を行う予定である。

The reform of the new educational evaluation system in schools has been focused on, and the problems of college entrance examination and internal application have been solved. This study focuses on the problems of college entrance examination and internal application of books, and the results of social reform. The results of the Education Committee and the School of Education are open to the public. The report of the Japanese Society of Education is scheduled for implementation.
