本研究は多様なシステムと法人形態を有するアメリカ合衆国の州立大学に注目し,各州の高等教育財政制度・政策,州立大学の管理運営と財務,州学生援助制度について調査を行ったものである。具体的には,(1)州立大学への州交付金配分方式,(2)州学生援助制度,の2つを取り上げ,各州の特色について比較検討を行うとともに,特にケーススタディとしてカリフォルニア州・ニューヨーク州を取り上げて調査を行った。アメリカでは,1996年現在,州交付金の配分額決定に算定式を用いる州が30州あり,(1)教育経費,(2)研究経費,(3)社会サービス経費,(4)教育研究支援経費,(5)管理経費,(6)学生サービス経費,(7)奨学経費,(8)施設維持費,(9)附属病院経費,(10)付随的事業費,(11)移転支出,のすべてまたは一部に算定式が使用されている。特に,カリフォルニア州では,1995年より,州知事と大学の間で州交付金の配分に関する協定が締結され,特定の算定式を用いた予算配分が実施されている。そこで,その改革の目的・背景・成果について,カリフォルニア大学本部,バークレー校,ロサンゼルス校,カリフォルニア州立大学本部の各財務担当副学長,部長等へのインタビューを実施し,検討をおこなった。さらに,州学生援助制度については,カリフォルニア州学生援助委員会,ニューヨーク州高等教育サービス法人へのインタビューを行い,その特色と課題について検討を行った。以上の調査を通して,州の高等教育財政制度・政策の特色を検討するとともに,研究成果の一部を論文として発表した。
