本研究はアメリカ合衆国の州高等教育財政制度を対象とし、(1)州高等教育財政の理念、(2,)州高等教育財政制度(大学等への経常費・資本的経費の機関補助、奨学金・減税措置等を通じた学生・保護者への個人援助、高等教育委員会予算等)の概要と予算過程、(3)州高等教育予算の配分額算定方法(機関援助の経常費についてはフォーミュラ予算・業績予算等の予算編成モデルからみた特徴、学生援助については給費・ローン)、(4)個別大学における予算過程、(5)州高等教育財政の評価(高等教育機会の保障、教育・研究の質的向上)について検討することを目的としている。州の事例としてカリフォルニア州を取り上げるのは、当州が1960年に州マスタープランを策定し、高等教育の教育機会を保障する政策を展開してきたからである。本政策は全米のモデルとされ、長く注目されてきた。そこで、大学への機関補助と学生への個人補助をどのように組み合わせてその理念を達成しようとしているかを調査・データから検証し、その実態を明らかにすることに努めた。平成17年度は、特に奨学金や教育減税といった学生・保護者への個人補助の動向を明らかにするために訪問調査を行った。公立・私立大学の協会であるAmerican Council on Education (ACE)、学生援助担当職員の協会であるNational Association of Student Financial Aid Administrators (NASFAA)等への訪問調査を行い、全米の学生援助制度・政策の動向およびカリフォルニア州の位置づけ・特質について検討した。学生援助政策の中で特に連邦学生ローン事業が急速に拡大している点、政府債務保証制度と連邦直接貸与制度の間で市場競争が起こり、プログラムの質的向上につながっている点、および州の政策として高授業料・高学生援助政策が拡大している点が明らかとなった。
