项目摘要

この研究の目的は、日本、アメリカ、イギリスの消費者団体の政策過程における影響力行使の相違を、経済的規制の緩和の過程を事例として、おもにネットワーク分析の手法によって検討することであった。しかし研究を進めるうちに、関係者ごとに影響力行使についての評価が大きく違うため、それを的確に検討することが困難になってきた。そこで研究め関心は、影響力行使の相違、そしてその前提となる政治行動の相違よりも以前の段階である、各団体の政策選好の相違に移っていった。したがってこの研究は、消費者団体が持つネットワークが、その政策選好を規定するという観点から検討を進めた。また関連して、消費者団体の研究を相対化するために、それと同様に広範な顧客層を持つ地域住民組織の研究も進めた。下記の業績のうち、最初のものは「消費者・顧客」としての住民の利益が政策選好とどのように結びつくかを検討したものであり、後のものは地域住民組織の政策選好の規定要因を検討したものである。また本来の研究対象である伝統的な意味での消費者団体については、本年度は、とくに後半、アメリカのユタ大学のRobert Mayer教授より招聘を受け、Department of Family and Consumer StudiesのVisiting Associate Professorとして、アメリカの団体の調査を実施した。具体的には、Consumer Federation of Americaを初めとする消費者団体の指導者に面接調査を実施し、それらの団体の政策選好の規定要因を検討した。そしてその結果として、他国の消費者団体に比べて自立性が強いとされるアメリカの消費者団体についても、Public Citizenを除く主要な消費者団体の政策選好は、労働組合を初めとする他の利益団体のそれに大きく影響されてきたこと、またそれは経済的規制の政策過程においてとくに顕著であることが分かった。これらの検討結果、およびそのイギリスとの比較については、現在執筆中の論文において明らかにされることとなっている。
