项目摘要

この研究の目的は、消費者政治の視点による政治過程分析の事例研究として、日本における規制緩和の政治過程を分析することであった。しかしその過程で、この目的を達成する上で前提とすべき課題が生じたため、あるいは申請者の関心が拡散したため、研究の範囲も多岐にわたらざるをえなかった。第一に、日本における消費者政治の範囲を、アメリカにおけるそれと比較するために、両国において消費者団体が議会や行政組織の公式機関に登場した回数を集計した。しかし結果として、日本における回数はアメリカにおけるそれと比較すると圧倒的に少なく、比較研究に値する有意なデータは得られなかった。そのためアメリカについてのみ、連邦議会の公聴会に登場した消費者団体が種類や政策領域の変化を分析し、「アメリカの消費者団体と連邦議会」(『国民生活研究』39巻2号)として発表した。第二に、社会的規制の直接規制から間接規制への移行に際して、消費者団体がどの程度まで重要性を持ったかを明らかにするために、製造物責任法と消費者契約法の制定過程を分析した。その結果として、そこにおける消費者利益の実現が、消費者団体よりも他の政治主体の活動に大きく依存することを明らかにした。この点については、いずれ「消費者利益の表出主体の多元性とその限界」として発表を準備している(発表先未定)。第三に、消費者団体がコメ輸入解禁に消極的であった要因を明らかにするために、その過程における消費者団体の活動を分析した。そしてその結果として、消費者団体が既得権連合の一端を担わざるをえなかった要因が、地方におけるそれらと他集団との指導者層の共有にあったことを明らかにした。この点については、「地方における消費者団体指導者の重複集団加入」(『茨城大学人文学部紀要』34号)として発表を準備している。

The purpose of this study is to analyze the political process from the perspective of consumer politics.
