この研究は,企業内の1)環境保護法への対応2)環境マネジメントの導入3)環境経営の体制が進んでいるといわれる西オーストラリア州をモデルに,日本国内の企業への適用を試みるものである.2001年度中に日本国内で行ったアンケート調査によると,上記3点を体系づける為にコンピュータシステムを導入している企業は,16.7%(n=49)であった.このことを踏まえて,2002年度は日本企業において,(1)環境対策活動へのコンピュータ(専門ソフトウェア)の導入状況を調べること(2)導入状況を尺度とした実質的な環境対策活動の充実度を検証すること(3)コンピュータ(専門ソフトウェア)は環境対策活動で、必要不可欠な存在となり得るのかの調査を行った.アンケート調査は,日本国内に本社のある企業500社を選定した.企業規模や業種などによるバラツキ・違いも分析するために,主要10業種から上場企業・未上場企業にわけて選定作業を行った.作業には,2000年度版『会社年鑑』『会社総鑑』(日本経済新聞社刊)を使用した.500社のうち73社は,倒産や他社との合併により,宛先不明で戻ってきたので,実質427社に送付.その結果,200社から返答があった.200社中有効な回答数は195社で,有効回答率46%であった.アンケートでは,コンピュータを環境対策分野に導入している企業には,導入する際に問題となった点,克服した点を,未導入企業には,導入していない理由(導入できない理由)を中心に,質問した.その結果,環境対策分野にコンピュータを導入している企業は,19.5%(n=195)であった.また,将来の導入予定については,24.5%(n=155)と,予想以上に低い値であった.この値から,いきなり環境経営に関係するソフトウェアを導入することは時期尚早であることが伺える.そこで,始めの計画を変更する必要が出てきた.ソフトウェアそのものより,どう意識を持たせるかが先行課題である.この課題の一環として,環境負荷を計算する簡単なアプリケーションをC言語で開発.インタビューを承諾してくれている企業に試用してもらう予定である.また,パースにある複数の企業が,インタビュー,見学を承諾してくれたので,10日間の現地調査を行う予定である.この調査は,「環境経営実現のための情報システムの体系」を中心に行う.2002年度に行った調査結果については,平成15年4月27日のオフィスオートメーション学会全国大会にて発表を行うと同時に,同学会誌への投稿準備中である.
