【STAGE 1】分担者はそれぞれの専門分野の観点から、(1)従来の研究レビュー、(2)既存の条件不利地域のフィールド調査の比較検討を行った。それをもとにして、(3)「特定領域研究」において研究すべき諸課題を明確にするために、韓国の研究者2名を招き、「課題析出会議」を開いた(第1回目の会議)。【STAGE 2】分担者の中からワーキング・グループを構成し、そのメンバーが(4)条件不利地域に関する新しい概念の構築、(5)条件不利地域を分析する方法論の検討、(6)条件不利地域の視察(ヨーロッパ及びオーストラリア)を行ない、それをもとにして、(7)条件不利地域の諸問題を解決する研究軸を明確にした。この際、事前にワーキング・グループがとりまとめた資料に基づき、山形県金山町で「研究軸決定会議」を開いた(第2回目の会議)。また、この会議では「戦略的会議」の方式、すなわち、研究分担者が条件不利地域に関わる関係者(農家を含む住民、市町村の行政官)となり、互いに討論しながら当事者(農家を含む住民)間の合意形成をはかっていく方法を採用した。【STAGE 3】上記2つの会議の討論結果をもとにして、(8)「特定領域研究」を推進するためめ実行プログラム案を検討し、「実行プログラム作成会議」を開いた(第3回目の会議)。【検討の結果】日本農業の現状を考えた場合、農業経済関連学会が連携して取り組むには「日本農業の存在理由」といったより、本質的な問題とすべきという結論となり、実行プログラム作成は見送られた。

The "Research Axis Decision Meeting" was held in Yamagata Prefecture, Kanayama Prefecture (2nd session).
