项目摘要

Since 2000 the Japanese government has promoted the national strategy called 'e-Japan Strategy' for advanced informatization of Japan as 'IT Society'. They aime to bild the new ecomic and social system for economic growth by means of information technology. So policies are formulated to developing the broadband user environment in public and private sectors, and among them the construction of a regional intranet infrastructure is one of the most important problems.In this study, I research the present situation of regional informatization in Japan in case of Oita prefecture. In Oita, a user group offered a PC communication service with supports of public sectors in 1985, and after that, some regional informatization activities based on the communication of residents are attempted in local area. My research of Oita focuses on some informatization projects in 2002-2003.I have two findings from it. (1)The project led by the Japanese government is centralized in process and stadardising in terms of technology-level and pubic service, on the other don't have enough relations to the activities for regional informatization that the residents have attempted till then. (2)Some local governments plan the informatization for their residents on their own terms, such as Usuki City. But they don't collaborate enough with the activities of their residents, and it is the problem to sloved.

自2000年以来，日本政府一直在推动称为“电子日本战略”的国家战略，以推进日本的信息化，即“IT社会”。他们的目标是通过信息技术构建新的经济和社会体系，以促进经济增长。因此，在公共和私人部门制定了发展宽带用户环境的政策，其中，区域内部网基础设施的建设是最重要的问题之一。本研究以日本大分县为例，对日本区域信息化的现状进行了研究。1985年在大分县，一个用户团体在公共部门的支持下提供了PC通信服务，此后，在当地尝试了一些基于居民通信的区域信息化活动。笔者对大分县2002- 2003年的信息化项目进行了研究，发现：（1）日本政府主导的信息化项目在技术水平和公共服务方面过于集中于过程和标准化，而与当地居民的信息化活动联系不够。（2）一些地方政府根据自己的条件为居民规划信息化，如Rokokki市。但他们与居民的活动合作不够，这是一个有待解决的问题。
