A Theoretical Analysis of Transboundary Environmental Pollution Problems Caused by Globulization and Its Application to East Asia

本文利用具有环境因素的Harris-Todaro模型，研究了具有环境污染的经济活动对自然环境和失业的影响。作为第一阶段，我们考虑了一个简单的框架，其中只有一个生产要素，即劳动存在。在此基础上，我们引入资本作为另一个因素，分析了污染治理技术的进步、最低工资立法的加强和关税政策的出台对城市失业和自然环境质量的影响。此外，为了考虑保护自然环境的战略政策，我们调查了污染减排技术的战略转让和国家间的污染减排谈判。

By the use of the Harris-Todaro model with environment factors, we investigated how economic activities with environmental pollution affect the natural environment and unemployment. As a first stage, we considered a simple framework where only one productive factor, namely labor, exists. Based on this basic analysis, we introduced capital as another factor and analyzed the roles of the improvement of pollution abatement technologies, the intensification of the minimum wage legislation and the introduction of tariff policies in urban unemployment and the quality of natural environment. In addition, in order to consider strategic policies for the protection of natural environment, we investigated the strategic transfer of pollution abatement technologies and the negotiation on the pollution abatement among nations.
