项目摘要

中東・イスラム地域におけるイスラム原理主義台頭の経済的根拠としては、石油の高価格を前提に、石油化学、石油精製などエネルギー集約型重化学工業を基軸に国内開発を促進しようとした産油国型開発戦略が、需給緩和・OPECカルテル機能低下により破綻したところへ、人口爆発が重なったことによる過剰人口問題、とりわけ若年層の雇用問題が重要な要素として挙げられる。経済開発の低迷と石油ブーム期以降の医療機関の整備による人口増加により、結果として若年層の雇用問題が顕在化し、アラブ民族主義や社会主義の破綻によって青年層の不満はイスラム原理主義へ向かうこととなった。産油国型開発が破綻した現在、発展途上国開発の成功モデルは、外国資本の直接投資に依存した輸出指向型開発戦略しかないが、中東地域の政治は安定せず、石油の輸出・収入の影響によりコスト・為替レートは、他の途上国と比べて一般的に高く、同地域への直接投資は、アジア、中南米などと比べ、著しく少ない。産油国をはじめとする中東諸国でも、近年、構造改革を実施する一方、直接投資受入れのための投資保障措置の拡大などの施策を行っているが、必ずしも十分なものではない。中東地域の諸国の多くは、君主制や共和制の形式をとった軍事独裁政権で、福祉による国民融和は不可欠だが、財政均衡化のためには、増税や福祉関連支出の削減が必要である。しかし、福祉の削減は国民の不満を拡大し、同地域の一層の不安定化につながる可能性もある。膨大な低コストの労働力を有する中国の輸出指向型工業化が進展する現在、中東地域で構造改革が進展し、労働コストが多少低下したにしても、同地域に外国資本が重点的に投資をするという可能性も低い。当面、産油国としては、他ならぬ中国の世界市場参入・高成長を一因とする資源需給の逼迫を利用しつつ、石油収入を増加させ、国内開発を促進するという戦術をとることになろうが、70年代型の開発戦略は破綻しており、新戦略の模索を続けざるを得ないだろう。
