In this paper, we study current condition of decline or incomplete residential areas, also discuss about the concept of future district planning. Result is as follows ;1.We surveyed dweller's psychological condition and land use change in decline residential area located suburban area of Sendai City. Result is as follows ; (a)Characteristics of district has strong influence to decline condition of area. (b)Uneasiness of dwellers is strong in decline area.2.We surveyed land use change in residential area where decrease of elderly people is high, in Sendai City. As result, decrease of elderly people has stronger influence to change of urban form in suburban area than city central area.3.We estimate population and household number in 122 district in Sendai City, during 1995 to 2040. Estimation result shows that (a)Decrease of household number is rather gentle in city central area because of inflow of new households, but there are many district where decrease of household number is remarka … More ble, in suburban area.(b)The vacant house or vacant land which occurred by decrease of household number, tends to leave as used to be, so new management system is necessary.4.We surveyed population and land use in Kamaishi City where current population became half of the biggest level. Result shows that urban form is rather stable in city central area, but in suburban area where developed in recent years, vacant houses and vacant lots are rapidly increasing in connection to population decreasing.5.We develop the district activation indicator considering life activity time, and evaluate activation level of each districts in current and future. Results shows that increase of elderly people doesn't mean directly fall of activation level.6.We develop the indicator which shows room of city space considering maintenance cost of city space, and evaluate 52 population decreasing cities. Result shows load of maintenance city space becomes big in connection to population decreasing, and in some cities, space became surplus from a point of city space maintenance view. Less
