今年度は、官僚サーベイデータの更なる分析を行い、他方で官僚の政策活動の指標として、行政裁量を現行法文から数量化し、データベース化することを試みた。具体的には、法文の語数、法文中に「政令、府令、省令」等の語がいくつ存在するかをカウントし、これを行政裁量の指標とすることができないかについて検討した。すなわち他の条件が一定であるならば、法文が長いほど、立法府が行政府の裁量を狭め、より具体的な指示を与えていることを意味しているだろう。また法文中における政省令という単語は、それぞれ行政への委任を行う際に用いられると考えられる。また省庁予算をデータベース化することも試みた。予算の特定の費目を、行政裁量の指標として用いる可能性について検討した。さらに1987年と2002年の政治家のサーベイを用い、政官関係(その中での官僚の影響力)が時代と共に、どのように変化したかを検討した。その結果、少なくとも政治家の主観的認知においては、省庁やその応援団としての自民党政調部会、族議員はその影響力を減らし、首相周辺、官邸がその影響力を増大させていることを見出した。このような変化は、様々な議員の行動、政党活動の変化と考え合わせるならば、選挙制度改革による政党執行部の強化の帰結と考えられる。本研究のこうした成果と、並行して行っている、自民党議員の政策活動の分析とを併せて、『議員行動の政治経済学-自民党支配の制度分析』という一書を纏めることができた。
