本研究は3年間にわたり、オランダにおける社会民主主義政党における政策革新が1990年代後半以降の福祉国家改革などの諸改革の背景となったとの観点から、周辺国との比較を含めつつ研究を行ってきた。研究の二年日である昨年度においては、1980年代以降のオランダ労働党を軸として、論文・書籍などの二次資料はもとより新聞・雑誌などの一次資料も収集して研究を行い、有益な情報収集を行うことができたが、本年度はこれをさらに進め、資料収集と検討を継続するとともに、国際比較を積極的に進めることができた。とりわけ、オランダの福祉国家改革が労使などの中間団体の役割を大幅に削減し、北欧型にやや近い一元的な社会保険制度を導入するなど福祉ガバナンスの変容をもたらしていること、他方で失業率の低下などで知られる「オランダモデル」が所得格差の増大といったさまざまな負の面を伴っていることなどを明らかにしたことで、社会民主主義の「革新」の持つ限界を示すことができた。またオランダと共通の特徴を持つ国としてデンマークやベルギー、ドイツなどがあげられるが、関連二次資料を収集する事で、これらの国において成立してきた職能集団重視の福祉国家においても、オランダと通底する構造的問題が表面化し、改革への方向が模索されていることが示された。上記のガバナンスの変容に関する論文を1点、オランダの福祉における民間団体の役割を歴史的に概観した論文などが具体的な成果として発表された。

This study covers a three-year period of policy innovation by social democratic parties, and a period of comparative study on the background of various reforms since the second half of the 1990s. In the past two years, the research has been carried out in the middle of the year. In the 1980s, the research axis was reduced. The secondary data of papers and books was reduced. The primary data collection of news and journals was carried out. The useful information collection was carried out. In the current year, the data collection was discussed. The international comparison was positive. The reform of the welfare state has greatly reduced the service of the intermediate body and introduced a nearly unitary social security system of the Nordic type. The change of the welfare state has been greatly reduced. The unemployment rate of the other side has been reduced. The difference between the income and the negative side has been increased. The limits of social democracy's "innovation" are shown. The common characteristics of the two countries are discussed in detail, and the relationship between the two countries is discussed in detail. The paper notes that there is a general overview of the history of civil society and the specific achievements of civil society.
