本年度は、平成16年7月に上海市档案館で、金融機関の経営文書と帳簿の調査を行い、中国系の金融機関が、外国銀行から不動産を担保にして長期資金の融資を受けていたことを確認した。特に、1929年に始まった大恐慌の初期には、世界で唯一銀本位制を採る中国では、国際銀価格の下落から、インフレ傾向が続き、上海金融市場には遊資が流れ込んだ。こうした国際金融システムの変調の影響の下で、上海金融市場における不動産・公債を中心とする資産価格は異常に高騰し、のちに、各国が金本位制を離脱し、それに伴って国際銀価格が上昇すると、暴落することになった。1930年代初頭の大恐慌の影響は、従来の中国経済史研究では、必ずしも重視されては来なかったが、本研究からは、国際金融・通貨システムとの密接な連鎖の下で、中国経済は大きな転機を迎えていたと考えられる。1934年6月以降、金融市場の混乱が深まる中で、中国政府は通貨制度の改革を模索し始める。英・米・日のそれぞれの政府が、幣制改革への関与を通じて、中国への影響力を強化しようとする過程で、イギリス政府が派遣したリース・ロスの役割は、既存の研究の中でも注視され、イギリス政府が中国政府への資金供与を行なわなかったことから、イギリス及びリース・ロスが直接的に通貨制度改革に果たした影響は限られたものであったことが指摘されている。しかし、平成16年8月から9月にイギリス国立文書館で行なったリース・ロス文書の調査によれば、リース・ロスが数回に亙る中国政府高官との会談を通じて、中央銀行の独立性の維持や、通貨発行量のコントロールの必要性など、中国元が国際的に信任を受ける要件を明示したことは、幣制改革の成功に大きな意義を有したと考えられる。
