项目摘要

令和２年度はコロナ禍における渡航制限の影響で、予定していた史料調査は断念せざるを得なかった。他方で論文執筆に関しては、先行研究の精読およびすでに入手した史料の読解を通じ、一定の進捗が見られた。大恐慌期の英米関係を悪化させた主要因の一つ、戦債問題を題材に、債務国であるイギリスが１９３４年６月にデフォルトを宣言するまでの過程を実証し、政府間債務の返済が戦間期国際秩序に与えた影響を考察した。COVID-19の感染流行が本格化し、本テーマに関する史料調査は実施できない状況が続いたため、第一次大戦後の戦債をめぐる先行研究からリサーチクエスチョンを精緻化するとともに、Documents on British Foreign Policyやネヴィル・チェンバレン蔵相の書簡集などの公刊一次史料、さらにはイギリス国立公文書館がウェブ公開している閣議録など、現時点で入手可能な史資料の分析を進めた。令和３年１月、受入研究室内で新テーマによる研究報告を行った。１９３４年６月のイギリス政府による対米デフォルト宣言に至る政策決定過程について、先行研究が部分的に明らかにした大蔵省の経済的論理だけでなく、外務省のヨーロッパならびに極東における外交的考慮を、手元にある史料の範囲内で明らかにした。フロアからは、デフォルト時に想定される経済的コストをより精緻に見積もるべきことや、先行研究と本研究の差異をより厳密に提示すべきこと、さらには、１９３０年代を通じて起こった国際秩序の構造的変動と戦債問題の連関および政治借款の特異性をそれぞれ論じるべきことなど、実に有益な批判と助言を得た。今後はこれらを基に議論の枠組みを練り直しながら、渡航制限が解かれた際の史料調査を少しでも有意義かつ効率的に進められるよう、手元の史料を一つでも多く読み進め、研究の土台をいっそう固めることとしたい。
