项目摘要

過年度までに、乗合バス代替策としての移送サービスの可能性や、地域協議会の役割とバス会社の分社化、路面電車の支払意思額推計等、規制緩和後の地域交通の現状と路線維持策について、本研究ではさまざまな視点から分析を行った。本年度は研究の最終年度にあたるため、これまでの成果をとりまとめる作業を中心に研究を続けた。北陸地方を中心に取り組んできた路線維持問題では、近年路線維持が厳しくなっている都市周辺部における状況を分析した。規制緩和後の状況変化を受け、県庁所在地の周辺部でも、事実上、民間バスによる路線ネットワークが機能しなくなっている。現状は市町村等によるコミュニティーバスという名の公営バスで交通弱者の足の確保が行われているが、これら維持への財政負担が増していることを明らかにした。また昨年度に続き、欧州のトラムを中心とする公共交通対策について、フランスのルーアン、サンテ・チエンヌ等で、事業者、行政当局へのヒヤリング調査と資料収集を行った。フランスの都市交通におけるトラム整備と補助制度の関係を分析した。これまでの研究をとりまとめた成果は、2005年3月に日本学術会議経済政策研究連絡委員会と中央大学経済研究所の共催で開催された公開研究会にて、『規制緩和後の地域交通ネットワークにおけるバスの役割』というテーマで報告した。報告内容は、近日中に論文として刊行する予定である。過年度にとりまとめた北陸地方を中心とする補助制度や地域協議会の現状にっいては、一部加筆修正の上、寺田一薫編著『規制緩和後の地方バス:市場変化と自治体の対応(仮題)』(勁草書房)の一部として刊行を予定している(出版社に原稿提出済み)。また、欧州と日本の路面電車(トラム)の問題について富山経済月報で論じたほか、フランスの補助制度がトラム等の公共交通整備に与えた影響について、2005年6月に開催予定の公益事業学会にて、『フランスの都市交通政策におけるトラムの現状と課題』として報告する(学会より報告了承済み)。
