项目摘要

本年度は、『徳川将軍側近の研究』(2006年、校倉書房)を刊行することができた。本書は綱吉政権期を中心に吉宗までの期間、将軍側近が徳川幕府の政治構造の中で、どのような位置を占めるのか明らかにしたもので、これまでの研究の集大成である。その中で、特に、序章、終章と「第2部第2章酒井忠挙の幕府政治改革案-綱吉から吉宗政権期へ」は、新稿である。第2部第2章では「御老中方窺之留」(前橋市立図書館所蔵マイクロフィルム)を分析することから、酒井忠挙の幕府政治に対する見方・考え方を明らかにした。忠挙は、綱吉から吉宗政権期に至るまで、幕府に提言をし続けた。自らの立場(大留守居→溜詰格)から、直接幕府に政策を上申することは不可能だったため、側用人柳沢吉保や老中稲葉正往に宛てて、私的な意見書を送る形で行われた。忠挙は、越後騒動の再審により父忠清の当時の対応が問題にならなければ、名門譜代として幕府の要職にいたことは間違いがなかったと思われ、提言は自らが大老や老中であったなら、どのように政治を行うか、という青写真だったと考えられる。その提言が実際の幕府政治に生かされるのは、吉宗政権期であったが、その内容は綱吉政権期から一貫していた。いかなる立場にあろうとも、当局の意向に鑑みて、自らの姿勢を変えるのではなく、常に幕府への変わらない提言を続ける姿勢こそが酒井忠挙の「譜代」意識であることを明らかにした。また、吉宗政権期以降の将軍側近および幕府官僚組織の分析も並行して進めた。水野忠友、忠成の日記(東京大学史料編纂所)や、首都大学東京図書情報センターが所蔵している水野家文書の中にある各種老中日記の調査・研究を行った。ほかに、島原松平文庫(島原図書館)や明治大学博物館、東京大学史料編纂所、東京国立博物館、国立公文書館などに所蔵されている江戸幕府日記や、「朝林」(名古屋市蓬佐文庫)の分析も行った。
