Developmental Research on the School Evaluation System

在本研究中，在遵循先进自治体建立以学校自我评价为中心的学校评价体系的实际情况的同时，国外一些国家的学校评价体系，如正在推进外部评价制度化的英国、美国、德国、法国、新西兰等，在厘清教育行政与财政改革与学校评估制度相关架构的同时，提出促进学校评估制度发展的课题。在日本，虽然以自我评价为中心规划了制度结构，但即使回顾学校评价的历史，也可以清楚地看到，各种因素阻碍了制度结构的确定。因此，近年来，学校评议员制度的推行，引入外部评价的尝试也在进行，国外许多国家的实践证明，保留评价实施机构的中立性、独立性和评价者的专业性，保证“异议”的安全性，维护学校的支持机构，等等已经成为系统配置的主题。日本的师范大学应该具备这些功能。

In this research, while following the actual condition of the advanced self-governing body which is building the school evaluation system centering on school self-valuation, the school evaluation system in some foreign countries, such as Britain which is advancing institutionalization of external evaluation, the United States, Germany, France, and New Zealand, was analyzed.While clarifying related structure of an educational administrative and fiscal reform and a school evaluation system, some subjects towards development promotion of a school evaluation system were shown. In Japan, although the systems configuration is planned focusing on self-valuation, even if school evaluation looks back upon the history, it is clear that the fixing having been obstructed by various factors. So, in these days, it is involved with deployment of a school councilor system, and the trial which introduces external evaluation also occurs.In many foreign countries, it turns out that reservation of evaluation implementation organization's neutrality, independency, and an evaluator's specialty nature, security of an "objection", maintenance of the support organization to a school, etc. have been a subject towards the systems configuration. Japanese universities of teacher education are expected to establish these functions.
