本研究は、「産業集積には、ベンチャービジネス(以下、VB)が競争優位を確立する上で必要な経営資源を提供する機能が存在する」との前提に立脚している。この前提にしたがい、昨年度(平成15年度)は、産業集積や競争戦略に関する先行研究調査、および、わが国における産業集積とその構成メンバー(企業、インキュベータ、大学、自治体など)に関する実態調査を行った。結果、産業集積は構成メンバー間関係の発展段階によって機能が異なることが明らかになった。つまり、構成メンバー間にどの程度情報や価値観が共有されているか、また、信頼関係が構築されているかによって、VBが享受する経営資源に変化が生じるのである。以上の見解を踏まえ、平成16年度は、産業集積における構成メンバー間の関係に焦点を当て研究を行った。なお、研究に際して、特にインキュベータと大学の役割に注目した。その理由は、インキュベータと大学がVBに対して直接的に経営資源を提供するだけでなく、中核的存在として構成メンバー間の関係を強化することにより産業集積の形成、維持、発展に寄与すると考えたからである。そこで、国外では米国シリコンバレー地域やシカゴ地域、国内では北九州地域を訪問し、インキュベータや大学の活動を調査した。調査により、VBの競争優位確立に必要な経営資源を提供するという意味で機能的な産業集積には、共通する特徴として、構成メンバー間に重層的なネットワークが構築されていること、さらには、そのようなネットワークの構築においてインキュベータや大学が重要な役割を担っていることが明らかになった。一方で、ネットワークの実態やインキュベータおよび大学が果たす役割には地域的な特殊性が存在するという事実も明らかになったが、この点は本研究によって提起された新たな課題といえる。
