本研究は、東アジア諸国とりわけ日本、中国、韓国の間では、農産物および食品の貿易を通じて相互に強く依存する一方で、貿易紛争が深刻化し国際関係の不安定化を招いている実態を踏まえ、3カ国間の農業問題に関する共通の議論を可能とするための企画調査を目的としている。日本、中国、韓国3カ国の農業経済学研究者に対するヒアリング調査実施し、東アジア農業の協調体制構築に関するうえでの論点を抽出し、共通のアンケート調査票を3ヶ国語で作成した。共通の調査票を3カ国の農業経済学研究者に配布し、アンケート調査を実施し、相互の認識の共通点と相違点、今後の協力の重要課題について明らかにした。調査内容は、自国にとって望ましい貿易通商体制、FTA締結時に農業分野に対して必要な配慮(非貿易的関心事項の反映、センシティブ品目への対応、上限関税・関税割当数量の義務的拡大の非導入、特別セーフガードの維持、自給率向上を可能とする国内支持、経済連携協定(EPA)の検討、農業分野における人の移動)、FTAの締結が国内に与える影響(農産物価格の低下、消費者の選択肢の拡大、国内農業の体質改善、食品安全性問題、食料安全保障上の問題、国内農業経営への打撃)、日本・中国・韓国・およびASEAN相互のFTA締結による国内産業および国内農業へのメリット・デメリット、東アジア農業の協調体制を構築するうえで、日本・中国・韓国の間で必要となる国際的な共同研究のテーマ(東アジアにおける共通農業政策、東アジアにおける共同食料備蓄体制、農業所得向上対策、貧困問題および地域間格差問題、農産物の価格安定、食品の安全性、知的所有権、技術協力、人材の育成、農地・土地問題、水資源問題、環境問題)である。

This study aims at exploring the common issues related to agriculture among Japan, China and South Korea, as well as the deepening of trade disputes and instability in international relations. Agricultural economics researchers from Japan, China and South Korea have developed common research papers on agricultural coordination system construction in three countries. The common research paper is aimed at the distribution, implementation, common understanding and contradiction of agricultural economics researchers in three countries, and important issues for future cooperation. The contents of the investigation include the necessary consideration of the trade and trade system of China and the agricultural division when the FTA is concluded.(Reflection of non-trade concerns, coordination of products, non-import of tariff caps and duties, maintenance of special tariffs, possibility of raising self-sufficiency, domestic support, review of EPA, migration of people in the agricultural sector), conclusion of FTAs, domestic and international impact (Lowering agricultural standards, increasing consumer choice, improving the health of domestic agriculture, food safety issues, food safety issues, and attacks on domestic agricultural management), Japan, China, South Korea, and ASEAN FTA agreements, domestic industries, and domestic agricultural coordination systems, and East Asian agricultural coordination systems. Japan, China and Korea are the key to international joint research (common agricultural policy in the East, common food reserve system in the East, agricultural income promotion policy, poverty problem and regional disparity problem, agricultural product quality stability, food safety, knowledge ownership, technical cooperation, human resources development, farmland and land problems, water resources problems, environmental problems).
