本年度は2年計画の第2年度として、本研究課題について以下のような研究作業を行った。その第一は、アメリカの地方学区と学校経営企業(EMOs)間における学区・学校運営委託事業(contracting out)の実施過程に関する実証研究である。まず、近年アメリカにおいて頻繁に発表されるようになった学区・学校運営に関する著書・報告書を渉猟し、同国における委託事業をめぐる最新の政策動向とその基本的手続きを整理解題した(この作業には、アメリカにおける福祉・都市開発分野での委託・民営化の動向の解題が含まれた)。次に、初年度に作成に着手したアメリカの諸学区の委託事業やEMOsのプロフィールの整理・データベース化の作業を継続した。そして、典型的な州・学区を取り上げ、委託事業の実施過程を精査し民間委託の促進・阻害要因についての考察を行なった。ここでは、州・学区教育政策の委託事業に対する影響、事業における諸学区・EMOs間のコンフリクト、各EMOsにおける教育サービス供給システムの実際を主な視点とした。本年度の研究作業の第二は、アメリカにおける学校・学区運営の民間企業委託の可能性と課題の総括である。ここでは、初年度に研究した、1970-90年代の諸学区における「学校と企業のパートナーシップ」形成についての知見も総合して、同国における学校・学区運営の民間委託事業の発展経緯の全体像を明らかにし、大きく同国の学校民営化の可能性と課題に関する総括的考察を行なった。これに付随して、近年「民営化への過渡期」としての学校経営改革を進展させている日本の現状と今後の課題についても比較的に考察した。
