本研究は、VUCAレベル増大の環境下における新たな学校経営の思考枠組み及び各学校の経営実践に有効に機能する官民の支援ネットワークのあり方の解明を目的としている。本研究課題の二年目となる2022年度は、初年度の研究作業を発展させて、学校安全・危機管理に焦点を当てて、環境変動下での学校経営・学校組織の態様に関わる政策的動向及び研究的知見・理論の生成状況について、包括的な文献・資料調査のもと考察した。結果、政策面では、1990年代以降学校の危機事象の発生と関わって、学校における危機管理の内実が形成されるとともにその推進施策が複線的に展開（組織運営・教職員の資質能力）していること。研究面では、2000年代より学校心理・学校経営分野を中心に、学校の危機管理の内容に関わる研究が活性化するとともに、コロナ禍を前後して、学校の危機管理実践に潜在する可能性的側面やこれを踏まえた新たな学校組織・運営の枠組み構築にかかる研究的提案が進んでいること（高信頼性組織論・組織レジリエンスの概念やOODAループ言説等の摂取）を確認した。他方、教職員の資質能力の検討については政策・研究面の双方で未だ熟していない点を、本研究で着目する支援ネットワークと関連する課題として確認した。以上の考察結果については、全国学会の学会誌において発表した。加えて2022年度においては、感染症対策で国内・外国調査に依然制約があったものの、アメリカにおける近年の学校経営・改善論や支援ネットワークにかかる文献・資料収集を行うとともに、国内調査に向けた準備（新たな機軸の学校経営実践に関する資料収集や取材）を行った。

This study aims to clarify the objectives of new school management thinking groups and school management functions under the increasing environment of VUCA. For the second year of this research project until 2022, the development of research work, focus on school safety and crisis management, knowledge of policy trends and research, theory generation, literature and data survey under environmental changes. The results show that the policy side is opposite, the crisis situation in schools since the 1990s has arisen, the crisis management in schools has been formed, and the policy is promoted. The research area is school psychology, school management, school crisis management, school crisis management, and school crisis management. The bottom line of the potential for crisis management in schools is the identification of proposals for the development of new school organization, management and organizational structures (high-reliability organizational theory, organizational development concept, OODA). The evaluation of the qualifications and abilities of other parties and faculty members is related to the identification of issues that are not familiar with both sides of the policy and research area. The results of the above investigation are reflected in the annals of the National Society. In addition, in 2022, the domestic and foreign investigation policies still restrict the development of information technology and information technology. In recent years, the school management and improvement theory supports the development of information technology and information technology. In addition, the domestic investigation preparation (information technology and information technology related to school management and information technology) is carried out.
