平成16年度は,異質な個人が複数タイプ存在する歪みのある空間経済モデルを構築し,1)便益計測式と2)補償テストと便益指標の整合性に関する分析を行った.1)については,歪みのある経済における交通施設整備の便益評価式を求めた(この分析の一部については土木学会論文集IV,2005年4月号に掲載予定).また,費用便益分析を実際に行うためには,経済変量を予測する必要がある.そこで,異質な個人が複数タイプ存在する空間経済として,unskilledとskilledがいる場合の静学的均衡パターン,およびunskilledとskilledが別々の財を生産している時の静学・動学均衡パターンの分析を行った(前者については土木学会論文集IV,2005年4月号に掲載予定).2)については,異質な個人が複数タイプ存在する空間経済においてアレー余剰と弱カルドア補償原理の同値性は成立するかについて検討を行った.結論として,平成15年度に同質な個人が存在するとして分析した結果と全く同様のことが言えることがわかった.平成15年度の結果を再掲すると,歪みの有無に関わらず,空間経済ではアレー余剰の定義が複数あり,定義によってはアレー余剰と補償原理(弱カルドア原理)との同値性は満たされないことを示した.ただし,歪みのある空間経済を考慮しても,アレー余剰を経済で最大余る合成財と定義した場合,同値性を持つ.しかし,歪んだ経済で最大余る合成財を定義することは,歪みを補正した場合の合成財を計量しているにすぎず,現実の歪んだ経済を評価していることにはならない.そこで歪んだ経済においても利用可能なアレー余剰を本研究で新たに定義した.新たな定義によるアレー余剰は補償原理と,完全競争の場合は必要十分条件を持ち,歪みのある経済の場合でも,十分性を持つなど,望ましい性質を持っている.

In 2016, a complex spatial economic framework was constructed for the existence of multiple types of heterogeneous individuals, and 1) an analysis of the benefits measurement formula and 2) an analysis of the integration of compensation costs and benefits indicators was carried out. 1) In addition, an analysis of the benefits of transportation facilities was carried out during the complex economic period (one part of this analysis was published in the Proceedings of the Civil Engineering Society IV, published in the April 2005 issue). Cost analysis is necessary to estimate costs. The static equilibrium in the case of the existence of a plurality of heterogeneous individuals in the spatial domain is unskilled and unskilled, and the static and dynamic equilibrium in the case of the production of a plurality of heterogeneous individuals is unskilled and unskilled.(The former is published in Proceedings of the Civil Society IV, April 2005). 2) The spatial structure of heterogeneous individuals with complex existence is discussed.
