项目摘要

1.日本の事例の調査結果今年度調査を行った新長田駅北地区では、震災復興土地区画整理事業により行政がまちづくり活動への支援を行うとともに行政・専門家・住民によるパートナーシップにより進められている。同地区は震災後の復興・再生を進めており、防災面からも道路や公園緑地等の基盤整備を重視し、特に公園については、全体の6%を占める高い割合で配置している。また、計画作成や事業実施の過程においては「まちづくり条例」をもとにまちづくり専門家がコーディネーターとして派遣されるほか、これまでに事業内容の変更が80回にわたり行われるなど、柔軟できめ細かいまちづくり活動への支援・手法が実践されていることが明らかになった。また、まちづくり活動を通じて住民による公園管理会が設立され、暫定公園の管理を行うなど、住民が主体となって継続的な活動が行われていることが特徴として挙げられる。2.イギリスの事例の調査結果ニューカッスル市のリーザス公園の再生事業では、公園開設から約100年以上後の1980年代に発生した開発による公園消滅の危機や管理不足、バンダリズムによる問題を乗り越えて行政が中心となり、市民や公園利用者、NPOを含むパートナーシップによる取り組みが進められている。現在は利用者が増加し、バンダリズムの件数も減少して都市公園の目標とされるグリーン・フラッグ賞を受賞するに至っている。こうした成功の理由としては、歴史があるため歴史的な関心のある公園・庭園の登録制度、都市計画制度による保全地域による指定がなされたとともに遺産宝くじ基金による都市公園事業に選定きれて再生が可能になったこと、市民による公園の重要性が再認識されて関心が高まったことが挙げられるため、関連制度と市民の関心の重要性が伺える。今後も質の高い管理と環境を維持し続けるには、管理体制や継続的な取り組みの検討も重要であろう。
