地方都市近郊に位置し人口が維持されている山梨県都留市と、中山間地に位置し人口が減少している山梨県早川町において、周囲の自然環境の利用の変化や将来の森林管理を考える上の問題点にどのような差があるか調査し比較検討を行った。都留市上大幡地区では、森林所有とその利用に対する意識が問題点となりうるとの考えから、自然資源利用と土地所有との関連ならびに住民の共有意識について調査を行った。上大幡地区では集落周囲は私有林に囲まれており、薪などの自然資源利用が頻繁に行われていた時期から、自所有地だけでなく他者所有の森林も用いていた。現在でもこうした私有林の利用は、頻度は少なくなっているものの、地縁的関係から利用が認められている。しかし、遠くの所有林より、近くの他者所有の森林が利用されるなど、集落から離れた森林の管理はほとんど行われなくなっている。また、集落から近い私有林に関しても、利用はするものの管理は所有者に委ねられ、「共有」としての住民の森林管理意識は低かった。一方、早川町五箇地区では多くが私有林であり、戦後は耕作地としても利用された傾斜地は植林され、現在は集落に近接する森林のみが自然資源利用の場として用いられていた。そこで、森林の管理意識・環境認識に関するアンケート調査を行った結果、森林所有者の半数以上は5年以上森林に行っておらず、行っていると答えた3割の所有者も軽作業が中心の管理であった。森林の状態について、「やや」もしくは「荒れている」と半数が回答した。森林の管理主体は所有者にあると6割が回答したが、その他の多くが国や県、町を管理主体とした方がいいと答え、個人による管理の限界が意識された。都留市では首都圏からや市内中心部からの市民参加を求め、遊休農地を開放し周囲の自然環境を活かした有機農業や林業体験などが今後の森林管理のひとつとして考えられる。早川町では都市から離れているため、町民の理解を高めた上で行政主導で森林ボランティアなどを募る方策が必要であると考えられた。
