流域水循環を考慮した水利調整ルールの策定・評価に資するため,水利調整が河川流況に及ぼす影響を定量化できる分布型水文流出モデル(鬼怒・小貝モデル)の再現性の向上,水利調整の効果を定量的に評価することができる利水安全度指標の導出に取り組んだ.モデルに関連しては,対象流域での地下水の揚水パターンの実態把握に努め,地域毎のおおよその揚水パターンを把握し,モデルに反映させた.この結果,河川流況の再現性の向上には結び付かなかったものの,地下水位については再現性を向上させることができた.一方,指標の導出については,その前提となる農業用水使用者(水利団体)の水利条件の把握,耐渇水性の類型化を重点的に行った.関東地方の水利団体に対するアンケート調査を通じて,1)パイプラインの導入は受益地区内の上下流間の格差を緩和する方向に働くこと,2)渇水対応を行う際には地区全体での公平性が重視されること,3)水利団体によっては渇水による影響の程度が1未満の実数を指数に持つ不足率の累乗で表されること,4)関東地方における県別の耐渇水性は,上流県である栃木,群馬が高く,利根川以南に位置する埼玉,千葉で低くなる傾向があること,などを示した(農業土木学会論文集236).この結果をもとに,農業水利のための利水安全度指標の関数形について検討し,利水安全度が用水の不足率を変数とするロジスティック曲線で表されることを示した.しかし,その曲線の係数を外的な条件(水源,降水量,水源の種別,送水方法など)から推定することは難しく,汎用性を持った係数の導出方法を提示するには至らなかった.したがって,農業水利のための汎用的な利水安全度指標の導出は容易でないことを例証する結果となった.
