本研究課題の目的は、アフリカの重要な開発手段である国際投資と貿易協定が、環境保護や持続可能な開発の追求を的確に捉えているかを明らかにすることにある。特に途上国におけるWTOの枠内又は枠外における多国間投資協定の交渉の下において、これらの開発手段が環境保護の改善や持続可能な開発に活用され得る政策的選択肢について探究することが不可欠となっている。この課題を遂行するために、本年8月にナイジェリアでの現地調査を実施し、Sterling Bankにおいて国際投資の現況と今後の展望についてインタビュー調査を行うとともに、Exxonmobil社の石油資源部門において資源関係の投資動向についてヒアリング調査を行った。また、University of Uyoの法学部主催の国際会議‘Meeting African Development Challenges and the Role of FDI'に参加し、研究課題に係わる意見交換および情報収集を行った。会議に引き続き、国際投資及び国際貿易における法的動向について同大学の法学部長と意見交換を行う機会を得た。さらに、Akwa Ibom州の投資部門の専門家に対するインタビューを行った。また同州で開催されたアフリカ投資会議に参加し、これまでの国際投資とその環境への影響に関する研究成果について報告を行った。これらの調査研究活動によって、共通の課題を有する専門家・研究者・学生たちとの人的交流を深めることができたたともに、本課題の研究目的を達成する上で不可欠となる、アフリカの資源、国際投資、国際貿易に関わる貴重なデータを入手することができた。本研究課題の成果は、国連大学高等研究所における"持続的開発と貿易プロジェクト"の研究成果として、"FDI ＆ Sustainable Development in Africa, Challenges and Opportunities"というタイトルで公刊される予定である。

The purpose of this research project is to explore important development tools such as international investment and trade agreements, environmental protection and sustainable development. In particular, the WTO is both internal and external to the WTO, and the multilateral investment agreements are implemented under the WTO. The development tools for improving environmental protection and sustainable development may be used to explore policy options. The project was carried out in August 2010, and the field survey was carried out in August 2010. The current situation and future prospects of Sterling Bank's international investment were also discussed. The investment trend of Exxonmobil's petroleum resources department was also discussed. The Law Faculty of the University of Uyo hosted the International Conference 'Meeting African Development Challenges and the Role of FDI' to participate in the exchange of views and information on research topics. The conference will provide opportunities for exchanges of views with university law ministers on international investment and international trade. The investment department of Akwa Ibom State is in charge of the project. Participation in international investment conferences in the same state and presentation of research findings related to the environmental impact of international investment The research activities and common topics are discussed in detail. The exchange of experts, researchers and students is very important for the achievement of the research objectives of this project. The results of this research project are based on the research results of "Sustainable Development and Trade Opportunities" at the Institute of Advanced Studies of International Lian University and "FDI & Sustainable Development in Africa, Challenges and Opportunities" published in the public journal.
