今年度は政策決定過程における女性の過少代表の原因、影響の比較実証研究のために、主に次の3点を重点的に調査した。第一に、主となるケースの日本について、政策決定過程に携わる政治家、官僚、圧力団体(経営者団体、労働組合)にヒアリング調査を行った。彼らに男女平等に対する意識、女性の社会進出に対する各界の反応を聞いた。第二に、日本の比較対象ケースとして取り上げるドイツにてフィールドワークを行った。ドイツは日本は西欧・東洋という文化、あるいは宗教といった面で違いがあるが、ともに女性の労働力参加率が低いこと、いわゆる「女性は家」といった伝統面で共通点がある。そのため、従来、文化で説明されがちな点を克服するのに非常に意味のあるケースである。ドイツでは、日本と同様に、政治家、政党関係者、官僚、経営者団体、労働組合、学者へのヒアリング調査、および資料収集を行った。特に、ドイツでは2005年連邦議会選挙の結果を受けて、初めての女性首相が誕生した後であり、非常に興味深い調査であった。日本と比較にあたっては、政党システムの違い、及び労働組合と左派社民政党との関係に意味があることに明らかとなった。第三に、前年度に引き続き、有権者の男女の政治意識、政党支持の違いを見るためのデータを検討した。男女間の支持政党、イデオロギー、選挙の際の考慮争点の違いをクロスナショナルに比較するためのデータの検索、分析を行った。ドイツおよび日本でのヒアリング調査により、ケーススタディーのためのデータの目処がたち、今後は理論の精緻化、クロスナショナルデータ分析に尽力することによって、この研究を仕上げていきたい。
