1 国内の外国人向けメディアの実態把握(1)国内のエスニック・メディアの実態について調査した。国内に在住する外国人の数は、日本経済の全般的な不調にもかかわらず依然として増加しており、また、その出身国・地域についても、韓国、中国を中心としながらも、アジア諸国、南米諸国など多岐に渡っている。このような外国人の増加にともない、エスニック・メディアの数や対象言語も大きく拡大していることが把握できた。(2)エスニック・メディアの種類は、従来型の新聞や雑誌といった活字メディアが主流ではあるが、インターネットや衛星放送などの電気通信技術を活用したものも増えている。これらの新しいエスニック・メディアの状況について中心的に調査した。これらのメディアの送り手の背景は多様であるが、事業的に必ずしも安定しているものばかりではなく、事業休止や縮小に追い込まれるケースも多い。(3)国内で海外文化のブームが生じると、従来は外国人を主な対象としていたメディアに日本人が多く関心を寄せるようになり、エスニック・メディアの境界線が曖昧になるような現象が生じている。2 外国人向けメディアの地域比較(1)エスニック・メディアの地域間比較の調査を行った。外国人の居住する地域は国内でも大きな偏りがあり、これがエスニック・メディアの地域的発展にも大きく影響を与えている。とくに活字メディアの発展は地域格差が大きい。(2)インターネットや衛星放送などの新しいメディアは地域間での格差を生じさせない。したがって外国人の居住者が少ない地域では、相対的にこれらのメディアに対する依存度が高いように思われる。
