本年は,以下の2つの研究を進めた.第1に,基盤的技術産業の実態把握を行った.グローバル化とともに,基盤的技術産業部門では,雇用減少や技術空洞化など多様な問題が現れている.そこで三重県桑名鋳物業を対象に現地調査を実施し,他の鋳物産地の動向も調査した.日本の鋳物生産は90年代以降落ち込んだが,自動車や工作機械の輸出好調を受け,ここ数年は回復基調にある.鋳物業の分布は大都市集中傾向を示し,愛知,埼玉,大阪などに集積地がある.機械向け鋳物の比重が高い愛知などに対し,機械向け以外(日用品や建設資材など)の比重が高い桑名では停滞傾向が強まっている.その背景として,安価な海外製品の流入,地元機械メーカーの海外展開,90年代後半以降の公共事業削減の影響が挙げられる.その中で,桑名では生産機能の海外移管や国内での高付加価値化に取り組んでおり,外国人労働力の活用も進めている.桑名では,産地としての一体性が弱まる中で,各社が独自の戦略でグローバル化に対応しようとしている点が明らかになった.この結果は2005年10月の経済地理学会大会で報告した.第2に,地方工業都市における労働者の流動状況の分析を行った.工業労働力を扱った地理学的研究では,非集計レベルの独自のデータに基づく精緻な分析が数多く蓄積されているが,十分な規模をもった調査は決して多くはない.そこで,小規模な地方工業都市における工業労働力の定着過程を,亀山市の企業従業員へのアンケートから分析した.結果,分工場の現地化により従業員の定着が進んだこと,その一方で地元労働市場への依存度は低下したことが明らかになった.これは工場機能の高度化による労働力需要の変化を反映しており,会社には定着するが,必ずしも亀山市には定住しない傾向が浮き彫りになった.この背景には,生活環境への不満,通勤圏の拡大などが影響している.この結果は2005年9月の日本地理学会大会で報告した.
