项目摘要

本年度は研究の最終年度として、具体的な水利施設、すなわちため池について、現行の「土地改良事業設計指針『ため池整備』」中の多面的機能に関わる箇所について、性能規定化作業を行った。性能規定化の作業とは、仕様基準で記述されている現行基準を分析し、現行基準が指定している機能、要求性能、指定する性能照査法を明らかにして、これらを性能基準として再構築する作業のことである。これら一連の作業を通して、現行指針における多面的機能の扱いには、(1)その規定が曖昧である、(2)「良好な環境」の基準が示されていない、という2つの大きな問題があることが明らかになった。これらの問題を解決するために、まず、ため池が有する多面的機能の概念図を作成した。次に、この概念図に基づいて、親水機能を初めとする多面的機能を構成する各機能が、どのような要素・要因から形成されるのか、その関係性のモデル化に取り組んだ。モデル化には、前年度にその有用性を確認した定性推論の手法を用いた。このように、親水機能等の多面的機能を、ある程度の客観性をもって、実際の設計に資するような形で表現するための理論的枠組みを確立することができた。作成したモデルにはさらなる検討・修正が必要であり、本研究終了後も引き続き理想的な結果を得られるよう、研究を進めていく予定である。
