研究計画2年目として、1年目に引き続き第一次大戦後から1930年代初頭にかけての警察関係の史料を調査し、その分析を行った。その際、国立公文書館所蔵の公文書を中心として、私文書、議会議事録、雑誌・新聞等を検討した。また、地方における警察行政の実態を解明するため、各都道府県の文書館で行政文書等の調査を行った。ロシア革命と米騒動を経て、第一次大戦後の日本では、思想取締を担う特別高等警察(特高警察)、選挙取締を管轄する高等警察、犯罪捜査を扱う司法警察が治安上の課題となった。このうち思想取締については、行政処分と出版物取締を担う内務省と、刑事罰を用いる司法省の競合を通して治安立法が起草され、治安維持法の成立に至った。また、国民の権利との関係をめぐって政・官・学が議論を交わし、内務省と司法省は方針を異にした。加えて、思想問題は政党の政策争点となり、皇室の警衛と絡んで政局にも影響した。また、政党政治の定着とともに、選挙取締は以前に増して重要となった。その際、恣意的な地方官人事や選挙違反捜査が「党弊」として糾弾された。さらに、犯罪捜査での「人権蹂躪」問題を契機として、司法警察の改善が検討された。検察は思想取締と選挙取締を目的として検事直属司法警察官の設置を志向し、民政党内閣は選挙浄化の方策としてこの構想を支持した。かたや、民主的風潮の高揚に伴い、警察は社会との融和を図るとともに、住民の訓育と組織化によって警察機能を補完させようとした。また、政党内閣は思想取締の法整備を進める一方で、各々の財政政策と行政制度改革に関連して自治体への警察事務の移管を検討した。この構想は地方分権を促すとともに、警察行政を整理して特高警察、高等警察、司法警察を強化する下地を形成した。なお、米騒動当時の寺内正毅内閣、過激社会運動取締法案を提出した高橋是清内閣を分析する一環として、寺内・高橋の伝記の解題を発表した。
