本年度は、引き続き各項目の資料調査を網羅的に行い、戦後日本の警察制度の変遷と秩序維持政策をめぐる政治過程を検討した。第一に、本年度新たに開設した2箇所の県立公文書館を含め、19の公文書館で調査を行い、各県の警察ならびに自治体警察の実態について、公文書を中心として新たな知見を得た。例として、新潟県立文書館では市町の自治体警察の存廃をめぐる住民投票について、富山県公文書館では戦後初期の米供出と物価調整について調査した。また、北海道立文書館では警察予備隊の隊員募集事業についても調査を行った。第二に、警察制度改革や治安立法に関与した政治家・官僚の私文書を調査し、当時の政治過程を多角的に分析した。例として、防衛官僚の海原治(国立国会図書館憲政資料室)、警察官僚の小杉平一・小野裕(東京大学法学部近代日本法政史料センター原資料部)、横浜市長の半井清(横浜市史資料室)、法務大臣・衆議院議長の加藤鐐五郎(愛知県公文書館)が挙げられる。第三に、各都道府県の警察史を中心に警察関係の刊行物を渉猟した。また、横浜市警察局編『浜のまもり』(横浜市中央図書館)、新潟県警察本部編『護光』(新潟県立文書館)、富山県警察編『まもり』(富山県立図書館)などの警察機関紙を調査し、自治体警察制度から現行警察制度の施行にかけての言説の変遷について分析した。第四に、モデルケースとして千葉、埼玉、神奈川各県の郷土史を網羅的に調査し、各市町の各自治体警察の運営と廃止に至る過程を検討する際の補足材料とした。第五に、戦後に自治体警察と国家地方警察の幹部を歴任した警察官僚の遺族宅に赴いて史料調査に参加した。以上の調査によって、戦後日本が民主化の過程で経験した自治体警察と、その後の警察制度への移行期における政治過程について、警察内部の言説を踏まえて分析を行うことができた。なお、本年度に刊行した拙著『治安維持法』(中公新書、2012年6月)において、団体等規正令と破壊活動防止法の制定について、新規資料を交えて概括した。これにより、戦後日本の秩序維持政策について本研究計画の成果の一部を発表した。
