项目摘要

地域材住宅事業の目的のひとつは、地域の森林資源を適切に管理していくことである。しかし住宅建築における、森林資源への配慮の仕組みがあっても、建築実績が少ないために、森林資源管理への効果が見えづらい問題が指摘されている。そこで本年度は住宅建築実績の多い熊本県熊本市の事例を取り上げて、その中核となる工務店に主に着目し、住宅生産システムの現状およびその変遷を把握し、地域材利用の意義について考察した。当該工務店はプレカットの導入からはじまって、ストックヤードの建設、素材・製材の直接取引と、上流へとさかのぼる形で住宅生産システムを変化させてきた。当工務店にとって、地域材利用の推進が目的ではなくて結果であったのは興味深い。その行動の源泉はコスト低減にあった。これは地域材利用を通して上下流が合理的に連携にすることによって、建築コストを低減させる余地があったことを意味している。さらにこのコスト低減は住宅品質向上の原資となって住まい手にも還元されている。地域材の利用がほぼ100%となる以前から、耐震住宅や健康住宅のコンセプトが実現されたことなどから考えると、地域材そのものは住宅の品質を保証するものではない。地域材であることよりも、例えば健康住宅の実現には無垢材であることが重要である。一方、地域材は住宅生産システムへの信頼感を醸成する役割、いわばシステムの品質を向上させる役割を果たしている。直接取引によって木材の産地を明確に出来ることが住宅生産工程の公開を可能にしている。さらにSGEC認証の取得も、認証林との連携如何では環境負荷の面におけるシステムの品質を向上させる可能性がある。地域材住宅が一定程度の需要を獲得するには、それぞれの地域・団体に適した形で地域材を活かし、さらにそのメリットをわかりやすく住まい手に伝えていくことが求められると当工務店の事例から示唆される。
