项目摘要

本研究では,企業や産業の自主的な環境対策が,企業経営および自然環境に与える影響について明らかにすることを目的としている。本年度は,企業活動にともなう有害化学物質の排出が社会に対して与える影響を経済的に評価する手法である表明選好法をテーマとして,その有用性および限界について検討するとともに,費用便益分析への援用にあたっての課題を整理した。表明選好法は自然環境の変化にともなう経済的利益および損失を評価する手法として広く定着しているが,アンケート調査に基礎をおくことによる信頼性の不足と多様なバイアスの存在などの問題点が指摘されている。そこで,理論モデルおよび適切なアンケートの設計という2つの観点から,経済評価手法としての表明選好法の改善について論点を分類し,各課題について問題の改善方法を検討した。理論モデルに関する課題としては,時間や過去の行動を要素として取り入れたモデルの有用性,回答者の多様性を含んだ柔軟なモデルの利用,信頼性の高い顕示選好データとの融合などが挙げられる。一方,調査設計をめぐる論点としては,新たなスコープテストの採用と妥当性の検証,仮想データに基づくバイアスの回避方法の開発,情報効果の計測,ダブルバウンド方式の採用にともなうアンカリング効果の解消,曖昧な回答と多項選択方式の採用,意思決定における態度形成など行動理論を基礎とした非経済的要因のモデルへの統合を課題として検討した。この結果,表明選好法による環境対策の便益評価値は,実証分析上,理論モデルおよび調査方式の選択のいずれによっても結果が大きく異なり,様々なバイアスに配慮した慎重な調査設計,分析のさらなる精緻化が求められている状況にあることが明らかとなった。
