项目摘要

本研究の課題は、性別職域分離の視点から、先進諸外国の女性労働政策を検討することである。とくに性別職域分離をめぐって異なる政策をもつアメリカとスウェーデンをとりあげ、両国の性別職域分離の実態および法制度を調べることを目的としている。2004年度は、前半に、イギリスのLondon School of Economicsを拠点に、ヨーロッパの女性労働政策に関する資料の収集および企業、労働組合への実態調査、後半は、3度にわたる渡米により、アメリカの女性労働政策に関する資料収集をおこなった。2005年度は、スウェーデンのナショナルセンターLOの政策担当者らの主催によるGlobal Labour Projectという国際会議に参加し、女性労働政策の実態について主にヨーロッパ諸国の研究者らと情報交換をおこなった。2006年度は、(7月に出産した都合により)当初予定していた海外調査は、実施することができなかったため、主に国内における文献収集に時間を費やした。3年間の研究を通じて、とくにアメリカの性別職域分離に関する法制度については、多数の資料を収集することができた。アメリカでは、一部の職場を除いて、性(のみならず人種や年齢などの要素も同様)による職域の分離を縮小させる政策が中心であり、本研究の仮説に沿った結論を得ている。一方で、限られた資料をもとに、スウェーデンの政策をみると、想定していた以上に、近年、職域統合に向けた政策が、積極的に採られており、両国の政策内容が接近していることがわかった。今後、さらに収集した資料を分析し、日本の女性労働政策の国際的な位置づけについて、検証をすすめていきたい。
