本研究は、児童自立支援施設や少年院を退所した非行経験のある児童(以下、非行児童)が、施設内での支援を終え、社会において自立していく第一歩となる就労先の確保は常に困難である現状を踏まえ、非行少年の職業体験ならびに就労をスムーズに行うために必要となる条件を明確にすることを目的に行ったものである。以下、青森県内の保護司および企業に対して行った調査の結果から、本研究で明らかになった点について述べていく。非行少年の就労状況についてみると、仕事を探している非行児童の最終学歴は高校中退または中卒が半数を占め、就労先は建設関連の職業が他の職域よりも極端に多い。就労形態は正社員での雇用よりも非正規雇用が85%を超えており、不安定な状況にある者が多い。非行少年を取り巻く雇用状況については、少年自身の希望する就職先がないというよりは、全体的に就職先がない状況が窺われた。こうした状況下で就職先確保は少年の保護者などの縁故や、保護司自身の縁故によるものが最も多く、公的に有効と考えられる協力雇用主が活用されている割合はかなり低いものであった。企業に対する調査結果では協力雇用主制度を知らない企業が多く、制度自体の周知に努力が必要と考えられる。非行少年からの求職に対する企業の対応では積極的に雇用したいとの回答は1%に満たないものの、過去に非行歴のある少年を雇いたくないとする回答も全体の約11%であり、少年の人柄や仕事に対する動機付けなど諸条件が整うことによって雇用される可能性が高いことが窺われた。特に企業が非行少年を雇用する際に重視する点としては、資格や特技よりも、職業観や働く意欲があること、仕事に対する責任感がある、職場の人との協調性などが上げられていることから、少年院や児童自立支援施設に入所している間にこうした姿勢をどのように身につけられるよう支援するかが課題と推察される。
