项目摘要

今年度は次の3点について研究を行い、成果を報告した。1ドイツ共和国少年福祉法(Reichsgesetz fur Jugendwohrfahrt, RJWG)の制定過程に関わる研究ドイツにおける近代的な青少年福祉、社会教育(Sozialpadagogik)の根本法たる共和国少年福祉法の制定過程について、その草案や議会内専門委員会の議事録を分析し、共和国少年福祉法、特に、その第1条で定められている「子どもの教育への権利(Das Recht des Kindes auf Erziehung)」が、いかなる意味を担うことを期待されたのかを明らかにした。なお、この成果については、教育史学会第50回大会にて報告した。2ドイツ道徳統計に関わる研究近代教育・福祉と密接に関わる「社会」というパースペクティブの成立について、その形成に大きな影響を与えたドイツ道徳統計(Moralstatistik)における人間観・社会観に関わる研究を行った。これまで、教育史や社会福祉史はもちろん、統計学史や社会学史においても決して十分に論じられてこなかった道徳統計史であるが(どうやら、いまだに統計学は「客観的な」認識ツールだと思われているらしい)、統計という社会認識が、そもそも、人間の道徳性に関わるパラダイム転換のもとに成立したものであるということを明らかにした。3教育福祉論というパースペクティブのあり方に関わる研究現代社会における教育・福祉問題に関して、「教育福祉」というパースペクティブがいかなる意味で要請されるのか、あるいは、そのパースペクティブがいかなる社会・歴史的意味を持ちうるかということを、それらと密接な関わりがある「社会」という概念を踏まえて、文献学的に検討した。
