本研究の目的は、原子力災害からの地域再生における住民間のリスクコミュニケーションの可能性を、茨城県東海村で1999年に起こったJCO臨界事故によって被害を経験した住民の対応を分析することによって明らかにすることである。2年目である本年度は初年度におこなった、臨界事故を経験した女性グループがN地区の住民を巻き込みながら「市民版原子力防災マニュアル」を作成した活動のフィールド調査を論文にまとめた。その概略は以下のとおりである。臨界事故という地元住民には落ち度がないはずの事故で被害をうけた住民が自省するという不可解な対応を、なぜ選択しているのか、という問いについて住民の責任意識という観点から考察した。その際、環境社会学における従来の責任論が、過去志向的責任概念に依拠しながら議論を展開していることを指摘し、そうした責任概念を、生活論的視角から捉えなおした結果、未来志向的責任と過去志向的責任のふたつの次元で、責任を捉える必要があるという枠組みを設定した。この分析枠組みのもとでの事例分析をふまえ、環境リスクによって被害を経験した住民にとって救済とは何かについて考察をおこなった。また、フィールド調査としては、地域再生をめぐる地元住民の新たな試みとして、臨界事故の際、避難地区に該当し、現在もそこに居住し自営業を営んでいるT氏が中心となって、地域づくり集団をたちあげた活動について、新たに関係者へ聞き取り調査をおこなうとともに、資料収集ならびに参与観察をはじめた。今後の研究につなげていきたい。
