ライフライン途絶による経済影響に関する既往の調査や分析手法の開発状況について,発生要因別(地震,水害,ライフライン単独の供給支障別)に分類を行った.その結果,地震災害時の企業の被害状況を把握する手法や被害からの回復過程を分析するための既往の研究がほとんどないことが明らかとなった.そこで,阪神大震災時に建築研究所が調査した被災建物データの項目に商業及び工業・流通施設分類が存在することに着目し,商業及び工業・流通施設のフラジリティカーブ(損傷度曲線)を作成した.また,新潟県で実施した被災企業を対象とした設備回復状況の調査結果をもとに,投入した労働人口等をパラメーターとした設備回復時間の想定モデルを構築した.一方,ライフライン途絶時における産業別の操業能力を示す指標としてライフライン途絶抵抗係数(Resiliency Factor)についてさらなる検討を行った.本研究では,愛知・静岡県と新潟県で推計された途絶抵抗係数推計値の違いについて統計学的な検定を行い,両推計値に有意な違いが見られない産業が多いことを明らかにした.これにより,ライフライン途絶抵抗係数が地域特性や被災経験の有無によらず,産業特性を反映した比較的安定的な値であることが分かった.さらに,前年度から取り組んでいる道路ネットワークモデル(利用者均衡配分モデル)と産業連関モデルを組み合わせたモデルの拡張を行った.その結果,災害時の交通混雑や取引先の変更などの交通行動を表現でき,産業被害の波及構造をより明示的に分析することが可能となった.以上の調査・分析・モデル開発を通して,水害時や地震時における産業施設や交通施設の被害・回復状況を考慮したライフライン途絶による産業被害波及構造の分析モデルの構築を行った.

Previous investigations and analysis of the development status of environmental impact factors (earthquakes, water disasters, environmental factors and supply constraints) were conducted. The results of the survey on the recovery status of the affected enterprises include the input of population, etc. On the one hand, industry-specific operational capability indicators and resistance factors are discussed. In this study, Aichi Shizuoka, Niigata, Japan, and the Republic of Korea (ROK) conducted a series of statistical tests to determine the resistance coefficient. The resistance coefficient reflects the regional characteristics and the presence or absence of disasters, and the industrial characteristics reflect the stability of the comparison.
