本年度も、張家山漢簡「二年律令」を中心としてつつ、睡虎地秦簡や里耶秦牘などの出土資料も検討し、その際、力役の徴発に関する史料の収集と読解に意を尽くした。あわせて日本・中国で蓄積されてきた秦漢時代の徭役労働に関する諸研究を今日的視点から改めて読解することを通し、新出出土資料を活用する新たな視角を模索した。その結果、張家山漢簡「二年律令」や睡虎地秦律「徭律」等の記述から、概ね以下の事実を指摘することができた。まず、県段階で徴発される制度として毎年一定の期間徴発される労役(史料上「踐更」として現れる)従事者に対しては、基本的に負担すべき労働の内容が固定されていたと推定され、臨時に必要となる食糧の運搬などの業務には原則として従事させられないことになっていたと考えられる。食糧などの諸物資の運搬に際しては特別の規定が準備されていることから、県の内部ではおさまりきらない物資輸送などに従事することは、原則的制度としての労役の枠外に位置づけられていた可能性を想定できること、である。もし仮に、県や郡の管轄範囲を超える業務に従事する労役が、一般的な労役と区別されていたと見なすことが可能であるとするならば、中国古代国家の特質に関して以下のような点を指摘することができるだろう。すなわち、県の内部で日常的に農民が負担する労役は、いわば社会でき必要労働の範疇で理解することができ、その意味で必ずしも国家支配の強制下にあるとは言えない。一方、特殊な規則のもとで遂行された県の枠組みを超える物資輸送の実現過程こそ、文字どおりの国家財政による在地社会統御の実相が象徴されているのではないか、ということでいる。遺憾ながら研究遂行期間内に上記の研究実績を論文等の形で公表するには至らなかったが、現在公表に向けた準備を進めているところであり、また、2009年3月頃に刊行を予定している箸書の中にも、今回研究課題の研究成果の一部を盛り込む予定である。
