大阪市のホームレス(野宿生活者)は地理的に集中している。本研究では、この地理的集中をホームレスネットワークに着目し実証的に分析した。ホームレスネットワークとは、ホームレスが同じ境遇の知人や仲間から、またホームレスを助ける団体等から、何らかの恩恵をうけることを指す。この恩恵は、野宿場所が密なほど大きくなると考えられる。ホームレスネットワークによって地理的集中が起きているのかを検証するために、本研究では空間自己回帰モデルを推定した、すなわち、ある地区のホームレス数は近隣地区のホームレス数に影響されると考えたのである。仮にホームレスネットワークが存在しているのであれば、ある地区のホームレス数は、近隣地区のホームレス数から正の影響を受けるはずである。使用した主要データは、大阪市のホームレス数が町丁目単位で数えられている「平成10年度大阪市内におけるホームレスの概数・概況調査」である。まず、最小二乗推定の結果を利用して、空間自己相関の有無を検証した。その結果、空間自己相関はないという帰無仮説は棄却された。次に、空間自己回帰モデルから、内生変数の自己回帰パラメータは正かつ有意であることが確認された。このことは、近隣地区のホームレス数が多いほど、当該地区のホームレス数は多いことを意味する。したがって、ホームレスは、ホームレスネットワークを通じて、地理的に集中していると考えられる。ホームレスは、日雇い労働市場が形成されている釜ヶ崎地域を中心に集中していることが従来から言われている。本研究でもその傾向にあることが示された。ただし、最小二乗推定で得られた釜ヶ崎集中度を示す係数は、空間自己回帰モデルを推定したことにより、上方方向にバイアスがあることが確認された。すなわち、ホームレスネットワークを考慮すると、ホームレスの釜ヶ崎依存度は下方修正されることになる。
